| The standardization of administrative examination and approval service is based on the innovation of administrative management,Further promote the construction of a service-oriented government as the goal,in order to better promote the simplification of administration and decentralization,the combination of deregulation and management,optimize services,improve the supervision mechanism,optimize the business environment,and create a clean and efficient government,governments around the country to promote the standardization of administrative examination and approval services as a breakthrough in the administrative system reform,continue to explore new models of administrative examination and approval services.The standardization of administrative examination and approval service is the inherent requirement of perfecting the theory of service-oriented government,The basic idea of building a service-oriented government is to establish a standardized,scientific,systematic and complete system of administrative examination and approval service standardization through the principle of "forming an administrative management system with consistent power and responsibility,rational division of labor,scientific decision-making and strong supervision",and to meet the service needs of the public to the maximum extent with enthusiastic,fast,simple and thoughtful service.Although,Dashiqiao City,Liaoning Province,has made some achievements in promoting the standardization of administrative examination and approval service,according to the concept of new public management and service-oriented government,promoting the government to clarify its responsibilities,adjust its efficiency,clearly subdivide the management of administrative examination and approval items,standardize and simplify the examination and approval process to improve the quality of examination and approval service,and so on.However,there are still many deficiencies in the standardization of administrative examination and approval services.This paper analyzes and summarizes the current situation of standardization construction of administrative examination and approval service in Dashiqiao City of Liaoning Province by using the methods of literature study and interview,this paper defines the core concepts of standardization,administrative examination and approval service and standardization construction of administrative examination and approval service,This paper studies the current situation of standardization construction of administrative examination and approval service in Dashiqiao City,Liaoning Province,It is found that the standardization construction of administrative examination and approval service in Dashiqiao City of Liaoning Province has some problems,such as the disunity of the standards of the stationing units,the lack of standardization of examination and approval service evaluation,the lack of qualified personnel for examination and approval service standardization,the tedious online examination and approval service process,and the insufficient supervision of examination and approval service.This paper analyzes on the causes of the problems,and puts forward some concrete countermeasures for strengthening the reform of the administrative examination and approval system,perfecting the construction of the standardization system of the administrative service,establishing the standardization training of the examination and approval service,improving the standardization function of the online examination and approval service,and guiding the public to participate in the standardization construction of the examination and approval service in an orderly manner. |
