Research On Standardization Construction Of Administrative Approval Service In Panjin

The standardization of government service is an important method for the government to improve the efficiency and service quality of government service,which reflects the era orientation of service-oriented government and good governance.The standardization of government examination and approval service is the management and operation process of embedding standardized thinking,ideas and technologies into government approval,in order to improve the efficiency of government approval,restrict the discretionary power of administrative approval,and reduce human interference factors.At the beginning of 2017,Panjin launched the standardization of government services,and the Panjin Administrative Examination and Approval Bureau was approved as a national-level pilot for the standardization of social management and public services,the standardization of government examination and approval service in Panjin provides a practical example for the standardization construction of prefecture-level cities in Liaoning Province.This paper defines the related concepts of government service standardization,and applies the theories of new public service and service-oriented government,through literature research,field research and in-depth interviews,etc.,an in-depth understanding of the current situation of the standardization of government services in Panjin,we found four problems: insufficient understanding of the importance of standardization construction,low public satisfaction,difficult operation and supervision,and failure to give full play to the basic leading role of standardization construction,through the analysis,four reasons are found out,such as the lack of standardization consciousness,the lack of mass demand in the construction of standardization system,the imperfect standardization promotion mechanism,and the lack of standardization as the basis for the overall promotion of government examination and approval services.On the basis of this,this paper puts forward some countermeasures and suggestions on improving the standardization construction of Panjin’s government affairs from four aspects of raising the consciousness of standardization,raising the satisfaction degree of the masses,perfecting the Promotion Mechanism and strengthening the basic function of the standards.It is hoped that this paper can provide an effective way of thinking for the improvement of the standardization construction of Panjin’s government affairs,and provide reference for the standardization construction of Liaoning’s and even the whole country’s government affairs examination and approval service.
