In recent years, along with the social and economic development and therapid increase of mobile car in most big cities of our country, the laggard ofurban parking facilities results in serious unbalance between supply anddemand of the parking facilities, the parking problems have already becomeone of the important social problems in city heartland, but also furtherworsened the traffic jams and city environment. And the city center area ispolitical economic and cultural center of a city, highly dense population, thescarcity of land resources. The problem of the parking supply is particularlyprominent, and the illegal parking is very common phenomenon. The healthydevelopment and the orderly operation of the city have been influencedgreatly. Therefore, the research on the parking facilities supply of the centercity is more significance and value.Hongkou district is one of the important core development areas inShanghai. Taking Hongkou district as an example，this paper studies theexisting problems of the supply and management of parking facilities in Hongkou district, from the angle of quasi-public products and externalitytheories.This article reviewed the current domestic and foreign researchachievements to the problem of parking and the status. This paper introducesthe connotation of parking facilities, classification and property ownership. Inthis paper, the current situation of economic and social development,retaining and developing trend of the motor vehicles, constructionmanagement policy and management system of the parking facilities inHongkou district are introduced, and so on. Through a comprehensiveanalysis of the parking facilities’ quantity, distribute and management,combining with the actual situation in Hongkou. The thesis points out themain problems of the parking supply in Hongkou, which are insufficiencysupply of parking facilities, lay out and distributing unreasonably，usedinefficiently, the prominent phenomenon of illegal parking, then made anin-depth analysis towards the reasons of the parking problem which involvesthe contents of political systems, planning and construction, parkingmanagement and parking run, price factor, etc. And this paper analyzes thereasons that unsuitable Policy, unreasonable system planning andconstruction, law enforcement management means backward, price factorsand supply information asymmetry and so on.While refers to the advanced experience and good practices on parkingsupply and management foreign and domestic, to improve central city parking facilities supply condition for reference. This paper argues that, theproblem of parking facilities supply is a systematic and complicated project,systematic and comprehensive measures is needed to work. Parking facilitiesas quasi-public products, in order to adjust the externalities of parkingfacilities supply, the government should play an important role in thedevelopment of parking industry, produce strong policies to guide andsupport the development of industry, control parking demand by the price,and solve the problem of information asymmetry, guide parking demand,distribute resources efficiently.For these existing problems of parking facilities supply and theprominent contradictions of specific regions in Hongkou, the correspondingcountermeasures are perfecting the parking policies, optimizing planning andconstruction, improving parking management system and so on. Thereby wecan achieve these goals are that supply parking facilities scientifically andreasonably, improve the using efficiency of facilities, control and guide thedemand of parking. Main measures include setting up unified managementagencies, implement whole and coordinating management; Optimize parkingfacilities standard so as to meet the requirements of social development;produce Parking facilities long-term investment and financing policies, andpromote the development of parking industry; Reasonable planning layout ofthe parking facilities construction, realizes the balance of the parking supplyand demand; Promote the construction of underground, three-dimensional parking facilities, intensive use of land resources; Promote Shared parking toachieve complementary demand, improve the utilization rate of parkingfacilities; Optimize charging parking management and law enforcement,strengthen the guidance and the parking demand management; Pushingforward the construction of the parking guidance system to solve informationasymmetry, effectively guide the needs and allocate resources, so as tosystematically solve a series of problems of the supply of parking facilities,meet the actual demand, and promote social development.
