In recent years, there were many emergencies even disasters happened in China whichcaused much attention of scholars. As we all know, the final aim of emergency response indisasters is minimizing the damage of national profits and citizen’s lives and property.Hence, emergency supply, as the main part of emergency response, is of paramountimportance for country, especially in the aspect of its reliability construction. This thesisexplores the methodology of optimizing the coordination between flow quantity andreliability for each unit, which takes emergency materials supply chain in disasters asresearch object and is from the perspective of supply chain’s reliability. Furthermore, theauthor applies a real case to the built model and proves the related conclusions in order toaccomplish the win-win situation for the economy and reliability. Based on it, theframework of this paper is shown as follow:Firstly, the author defines the emergency materials supply chain, the reliability ofsupply chain and their implication and characteristics. Besides, the general method ofreliability analysis is also presented.Secondly, the risk of emergency supply chain are concluded. Then, some emergencymobilization strategies are given, whatever on the macro level or micro level.Thirdly, the general optimization model for the reliability of emergency materialssupply chain is built and even verified its validity successfully. Then, the author injectsthree different kinds of mobilization strategies to improve the fundamental model in orderto prove the validity of these strategies through some cases.Fourthly, the integrated optimization model is given after combining various strategies.Furthermore, the author applies the model to the real example of tent supply in Ya-anearthquake, then solves the programming and gets some related conclusions.Finally, based on the conclusion proven from the optimization model, three profitablepolicy suggestions are given which are stated as follow:(1) Emergency managementdepartment is supposed to invest more on the construction of emergency materials supply,and at the same time, take the margin cost into consideration in case of wasting resources,uneconomical investment and even excessive mobilization.(2) During the reliabilityconstruction of emergency supply chain, decision-makers are not supposed to singly maximize the reliability for each unit. It plays the paramount role to design the structure ofsupply chain reasonably in order to solve the real problem.(3) The related managers aresupposed to pay more attention on national depots of emergency materials, includingallocating various depots reasonably, managing the emergency materials scientifically,taking the property security work more serious and so on.
