The labor dispatch first appeared in the20’s and popular USA probably inthe70’s. China’s labor dispatch began in1979. Today, the labor dispatch hasspread to all industries from lower to higher levels."The Standing Committee of the National People’s Congress Revising the’people’s Republic of China Labor Contract Law’ decision” began formalimplement on July1,2013. The laws will bring what kind of impact, what kindof problems and what happened in the future for the employment market, thedomestic labor dispatch company and the employer. The author thinks that theresearch has realistic significance for the future labor dispatch management, riskprevention, Social stability and development.The author further studies by reading a lot of relevant documents, and formthe questionnaire by interview and careful design. Meanwhile, author carries outa survey, questionnaires and carries on the preliminary analysis of sampling,then extracting the typical or questionable data for in-depth interview further.The interview mainly involved in all kinds of experts and HR staff. Interviews were conducted around three aspects that is the basic of enterprise humanresources management, investigations on the intention of enterprise using labordispatch, investigations on the employer about labor dispatch situation and thechange for labor dispatch situation after new laws issue. The survey content ismade by three interviews content above as the basic template of questionnairesurvey. The author hopes that the questionnaire can reflect the future trends ofrepresentative enterprises labor dispatch.Based on the collection of basic materials, author mainly studies the labordispatching theory, domestic and international current situation of labor dispatch,labor dispatch relevant laws and regulations. The author combines the theoryand reality so as to further explore the deep-seated problems of labor dispatch.The author uses comparative analysis method and trend analysis etc. tocarry out an empirical study. A series of data collection, statistics, analysis,comparison are done on the results of the questionnaire. For all the collectedinformation, author makes the basic information analysis, Based on these data,author makes further detailed data analysis, which Imports data to SQL serverdatabase, using the database query function of SQL to the statistical analysis ofthe data. For all the information collected, author mainly analyzes from twoaspects. One is the analysis of the employer’s labor dispatch driving force. Theother is the analysis of employer’s labor dispatch action influence on labordispatch agency. Then, author analyses the action of Labor dispatch serviceproviders and the employer after the "labor contract law" revised edition published. Finally, according to the analysis results and the result of expert’sinterview, author summarizes present situation, issue to find out the risk andfuture trends of labor dispatch.Through a series of in-depth analysis, the author suggests that theemployers and labor dispatch enterprises shall carry out a series of reform andimprovement after the new law issued. According to the new labor law, theemployer shall reform business process, design evaluation measure and signSLA service agreement. In order to help labor dispatch market and employersavoid a series of risk, from study result on the development trend of theinternational human resources industry, the labor dispatch enterprises must carryout industrial upgrading, make efforts to shift to high-end industrial chain,transformation into service supplier. In order to reach these goals, the labordispatch enterprises itself shall have higher management capabilities, as well ashighly familiar with customers business. Due to highly familiar with customersbusiness, labor dispatch enterprises shall have high management ability, andthen stand on the top of industry.
