Our country imported the labor dispatch system from foreign counties after thereform and opening which has been developing for almost thirty years. Not only theenterprises use the labor dispatch as a regular employment system, but also thepublic sector, especially the administrative bureau, uses it as an importantcomplement employment system in order to supplement the lack of labor force anddecrease the cost of human resource. This essay takes the dispatch laborers on as theobject of the research, which analyzes the reasons why administrative bureau carriesout the labor dispatch and uses the methods of document research, interview andquestionnaire survey, so as to anatomy the abuse of the employee management andpropose the improvable countermeasures on the basis of management control inhuman resource according to the theory of management control as well.This essay considers that the reasons why the administrative bureau carries outthe labor dispatch system are: the limit of the bureau organization; the unreasonablerecruitment conditions of civil servant who works for administrative bureau of lawenforcement; switching the stress of law enforcement and the low cost of dispatchlabor. For the administrative bureau, there are several adverse impacts when theyuse this employment system such as be less normative during the dispatch postrecruitment, be lack of management and encouragement measures to the dispatchlabor, be lack of design of the career and error correction system. In order to changethis situation, our nation should learn good experience from the developed countriesand stick to the ideas of the management control theory to improve the dispatchlaborer management in the administrative bureau. The following measures should betaken: to establish the recruitment plan of the labor dispatch post; to strengthen thetraining and examination to the dispatch laborers; to help the dispatch laborersdesign the career; to arouse the dispatch laborers the working activity; to payattention to feedback control of the labor dispatch management.
