As time went by, western traditional bureaucracy mode of public administrativeincreasingly becomes into rigid. Institution bloated, civil servant status quo and the lack ofinitiative and creativity due to lifetime civil service system, which results in lowadministrative efficiency. Under the background of this era, the traditional personnel systemisunder the impact of the new public management theoryand starts to make changes. Thus,civil service appointment system arises at the historic momentaccordingly.Absorbing themanagement experience of private enterprises and introducing market competition andperformance evaluation mechanism, civil service appointment system has obtained the goodeffect,in a way of activating the team of the Civil servants as well as saving the cost of thegovernment of choosing and employing persons.Learning from the successful experience offoreign personnel system reform, we, our country, make its beginning to practice this civilservants’ employment system. Provisions have been drawn out for civil servants appointmentin Chapter16of The Civil Servant Law of the People’s Republic of China, which provided alegal basis for the implementation of the civil service system in our country. However, theimplementation of the civil service system in our country is still in the pilot exploration stage.The relevant theoretical research is not enough, and relevant laws and regulations system arenot completed enough. It is well-known that Civil service system in Jiangxi province has beenin a pilot, but related supporting facilities is not perfect, especially, the classification of thecivil service management is still in research stage, the practice is scattered around thecountryand there is no specific guiding measuresfor implementing. In this paper, by literaturereviewingonthe theory and the practical experience of civil servant system both home andabroad,the author tries to proposesuggestionsfor the perfection of the civil service system inJiangxi province in some way.This paper consists of four chapters. Chapter One mainly introduces the researchbackground and research significanceof the study, and explains the research status at homeand abroad, at the same time, it illustrates the research method and research emphasis anddifficulty.Chapter Two pays great attention on analyzing the present situation of civil servicesystem in our country. On the basis of analyzing the insufficiencyof our country’s Civilservice appointment system and figuring outthe role of the civil service appointmentsystem,the author makes his proof onthe necessity ofimplementing the civil serviceappointment system.On the other hand, itgives anelaborated analysis oflegal basisfor the civil appointmentservice system, of whichthe characteristics and the theoretical basisof the civilservice system are introduced, and the nature of the employment contractis defined.Chapter Three introduces the general situation of the implementation of civil servants’employment system both at home and abroad. Firstly,it introduces the general situation of theimplementation of abroad, and then movesto the domestic regional general situation. Lastly, itanalyzes the plight of civil service system in Jiangxi province, and, at the same time,summarizes the practical experience in other areas.Chapter Fourputs forward suggestions on the perfection for the civil service system inchina based on the successful practices from other areas.
