Since the 1980 s,aims to build the government more flexible,flexible and efficient management system of“new public management” the wave of administrative reform began in Britain,the United States and other western countries,then the rest of the world,its core is to reform the existing system of civil servants,and the government employee system and the system of appointment system of public servants in the government's successful introduction of marked the core.In the current governments under the background of more and more emphasis on efficiency and vitality of civil servants,government employee system and the civil service system as a new thing,is being more and more countries practice to promote and popularize.Since reform and opening-up,our country government agencies to the shortage of specialized talented person's demand growing,it is imperative to explore the mechanism of the government to attract more flexible and effective,since 2002,China's jilin,shenzhen,zhuhai,wuxi and other places are gradually began to explore the flexible employment system of government employee system,but due to incomplete laws and regulations according to wait for a reason,produced a lot of problems,employee innovation system in our country is a flash in the pan,so to speak,not make substantive results.On January 1,2016,“the civil servant law of the People's Republic of China”(hereinafter referred to as the “civil servant law”).Chapter 16 of the civil servant law of the provisions of the “civil servants employed” can be said to be the biggest innovation in the civil service system.If needed,the appointment system of civil servants is authority approved by the competent department of civil servants at or above the provincial level,according to the principle of equality,voluntary,consensus,the strong professional position and auxiliary,and apply for personnel to a certain period of employment contracts,to determine the rights and obligations between the two sides a civil service appointment system.The laws and regulations,also after the government employee system,caused our country civil servants' appointment pilot reform of the personnel system of boom,since 2006,with the Shanghai and shenzhen and other places of the pilot order,civil service appointment system has carried on the beneficial exploration and practice,initially formed by shenzhen contract system model,and the professionalism of the represented by Shanghai strong employment pattern.The two models have different characteristics,all belong to the category of pilot exploration.Firstly,the paper analyzed the specific basis and system forecast,and comb the practice process and effects of Shanghai civil servants' appointment.Secondly,In order to clear policy intentions and active direction,this paper uesd Pollitt's analysis model of public management reform and the theory of human resource management to analyze the power and resistance of the civil servants' appointment reform pilot in Shanghai.Thirdly,this paper analyzed the western representative national civil service appointment system,and summarized the successful experience of practice and enlightenment.Finally,this paper put forward the overall ideas and the paths of deepen reform of the civil service appointment system of Shanghai.
