Since the reform and opening-up policy, the situation of social and economicdevelopment in Xinjiang has been rapidly changed, which it often has been difficult forstatistical yearbook data to fully and accurately reflect the current social and economicdevelopment situation;the model set up by the almanac data and the analysis based on it havealso tended to change. The regional development of unbalanced, uncoordinated andunsustainable problem in Xinjiang,s regions is particularly prominent, such as: the fallbehindof transportation infrastructure, the shortage of water resources and the Constrainingbottleneck of fragile ecological environment still exist;the unreasonable economic structureand the unstrong status of the self development ability is not fundamentally changed;the widearea and large amount of poverty and the weak problem of basic public services,s ability isstill outstanding and so on. Although these problems have their respective and specificenvironment, the deep reason behind it is that the comprehensive index monitoring system ofregional development is not reasonable, comprehensive,or scientific.Therefore, it isnecessarily based on the "twelfth five-year" period to build a set of comprehensive indexsystem of regional development in Xinjiang in order to guide the all-round development ofsocial economy in areas.The main anticipated goal of "twelfth five-year" period in Xinjiang is:"First, apersist inscientific advancement. Second, we must adhere to the transformation of the mode ofeconomic development. Third, we need to insist that people’s livelihood is preferred. Fourth,stick to the sustainability of resource development and ecological environment. Fifth, insist onmaintaining the social and political stability." First of all, based on the frequency statisticsanalysis of the monitoring index system of comprehensive development at home and abroadand the theoretical analysis of the expected goal above, this paper preliminaryly establishesthe monitoring index system of comprehensive development in Xinjiang and uses themethod of expert consultation for optimized selection of this index system, and thus builds aset of comprehensive index system of regional development in Xinjiang made up witheconomy, people’s livelihood, society, ecology, science and technology and contained of32indicators in total.Secondly, based on the design of monitoring index system ofcomprehensive development in Xinjiang, this paper respectively use analytic hierarchyprocess (ahp) and principal component clustering method to monitor and evaluate the development in Xinjiang and the states.Ultimately, based on the monitoring results, this paperuses the description statistics and correlation analysis to analyze the decisive factor of thecomprehensive development index and each dimension index of it in Xinjiang andtargetedly puts forward some countermeasures and Suggestions to promote thecomprehensive development in Xinjiang;that is in order to guide and serve the all-rounddevelopment of social economy in Xinjiang region,which is not only the inherent requirementof the regional development practice in Xinjiang,but also the powerful guarantee onpromoting leapfrog development and lastingstability in Xinjiang.Through the regional development study in Xinjiang, we find that:(1) during the periodfrom2003to2011,the comprehensive development index, the economic developmentindex,the index and the social development index in Xinjiang are rising steadily, however,during this period, the ecological environmentindex and the innovation of science andtechnology index sometimes rises up and sometimes falls down, showing that a discordanttendency withthe comprehensive development index;(2) Among the economic developmentsubsystem,the structural optimization index and the development quality index areinconsistent with the economic development index;(3) Among the people’s livelihoodimprovement subsystem,the employment index is not coordinated with the people’s livelihoodimprovement;(4) Among the social development subsystem,cultural education index isinharmonious with social development index;(5) Among the ecological constructionsubsystem, resource consumption index and sulfur dioxideemissions index are not in harmonywith the ecological construction index;(6) Among science and technology innovationsubsystem, human input index and financial input index are inconsonant with the science andtechnology innovation index;(7) whether it is seemed from the comprehensive developmentsystem, or singlely from the subsystem of economic development or the people’s livelihoodimprovement,the top three in state are Bayin, Changji and hami, whilethe bottom three arekashgar region,Kezi autonomous prefecture and hetian region in the southern of Xinjiang;(8)12autonomous prefectures in Xinjiang can be divided into three comprehensivedevelopment areas: one is the comprehensive development regions in higher level, includinghami in eastern Xinjiang, changji autonomous prefecture in northern Xinjiang and Mongolianautonomous prefecture in the southern Xinjiang; The second is the comprehensivedevelopmentareas in low level,containing kashgar and hotan region in short boards of thesouthern Xinjiang, the third is the comprehensive development regions in a general level,made up of other states.Based on the above research conclusion, the paper puts forward:(1)based on comprehensive, balanced and sustainable development, transform the pattern ofeconomic development;(2) according to optimize the mechanism offinancial resources andmanpower, enhance the ability of scientific and technological innovation;(3) speed up thedevelopment of Bazhou in southern Xinjiang,Changji in northern Xinjiang and Hami intheeastern Xinjiang, aim to strengthenthe radiating and driving impact on Xinjiang;(4) increasethe policy support on the poor areas in three ground states in southern Xinjiang, in order topromote the ability of self-development.
