Study On Resettlement Patterns Of Residents In Hydropower Development

With the rapid development of social economics in China after the reform and open-up,the energy development has greatly exploitated. As same as others in China, Guizhouprovince has paid much attention on hydropower development, and more than60largeand medium-sized hydropower projects have been built up. These have had singnificantcontribution to developmet both in economic and socity. However, the tens of largereservoirs have caused a number of residents’ resettlement problems. The emigrants of areservoir can be hundreds or thousands even tens thousands, which need not only aplanty of land for resettlement but also reconstruction of social economic system.Moreover, because of the limited land source in Guizhou, the resettlement has become aserious restrict of hydropower projects in Guizhou province.The theis is based on the backgournd of hydropower development of Guizhou, toanalysis the potential problems in the three phases of reservoir residents resettlementwork, that is planning phase, resettling phase and livelihood guaranteeing phase afterresettlement systematically, and reviewed the evolvement of reservoir residentresettlement policies and practices. Futhurmore, an analyzes of suitability, advantageand disadvantage of reservoir resettlement mode in Guizhou province is presentd. Theresult shows that the urbanization resettlement gains the highest degree of satisfactionamong reservoir emigrants. Take the conlusion above, this paper proposed some adviceson the transformation from land resettlement to urbanization resettlement.The research is carried out on problems of livelihood guarantee after resettlement, and apreliminary scheme is put forward. Through fuzzy evaluation, this paper makes aquantitative analysis of reservoir resettlement effect in Guizhou province, which helpsto find out suitable reservoir resettlement mode in the new period.
