The Study Of Research And Strategy On Social Assistance In Qinhuangdao

As an important part of social security system, social assistance is uniquelycharacterized by guaranteeing basic standard of livelihood of the poverty and socialstability and safeguarding their legitimate rights.These features are always overarchingconcern for various governments. The current actual situation of social assistancesystem in China shows plentiful problems needing be perfected in a timely manner.Qinhuangdao’s economic development stands out lots of issues. Therefore, exploring andanalyzing the condition of social assistance in Qinhuangdao will facilitate us to have aoverall understanding for China’s social assistance system and further put forwardplausible policy suggestions aiming to improve social assistance system in China.This thesis can be divided into four parts. First of all, it overviews the relatedliterature, defines related concepts and explains theories regarding social assistance.Secondly, this thesis looks into the status quo of social assistance in Qinhuangdao withquestionnaire and analyzes achievements and existing problems. Thirdly, the study in thisthesis makes an in-depth analysis to issues existing in Qinhuangdao’s social assistance andexplores and interprets the causes of these issues. Finally, the study proposescountermeasures to improve Chinese social assistance system in terms of top-level design,perfection of operating mechanism, and safeguard measure of social assistance systembasing on relating theories.Social assistance has always been a basic measure to ensure human livelihood sinceancient times, although being regarded as non-key element of social security research.Plentiful literatures concerning social assistance research take perspectives fromtheoretical analysis with little empirical investigations. The study in this thesis analyzesthe various problems of the social assistance system by taking the method of social surveyand puts forward “State-Society Mutual Aid” relief pattern, so as to offer some channelsto perfect China’s social assistance system.
