Research On New Social Assistance Service In Qinhuangdao

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has consistently established the "8+1" new social assistance system based on the principle of persisting in safeguarding and improving people's livelihood in development.As a basic system for guaranteeing the basic life of the difficult groups,social assistance plays a pivotal role in the modern social security system and is known as the “last safety net” for maintaining the stable development of the modern social security system.It is related to the hardships of the people,the safety of the fire,the safety and justice of the society,the harmony and stability,and the establishment of a well-off society in an all-round way is an important guarantee for safeguarding the basic living rights and social stability of citizens.Therefore,explore new social assistance services,improve and innovate a modern social security system with Chinese characteristics,establish a good image of the government,maintain the prestige of government governance,meet the growing diversity and individual needs of the general public,and play the role of non-governmental organizations in society.Management role,promotion of social harmony and stability have very important theoretical and practical significance.Based on Maslow's hierarchy theory of hierarchy,theory of distribution justice and public governance theory,this paper uses the four sections of basic life assistance,special classification assistance,temporary emergency assistance and social force participation as the entry point,using literature research method and comparative analysis.Methods such as law and generalization method are used to analyze the status quo of the new social assistance service in Qinhuangdao,and discover the problems in the city's social assistance service.This paper analyzes the causes of the problem from three aspects: the rescue concept,the rescue guarantee function and the government's leading role.The specific urban-rural differentiation is serious,the rescue method is single,the legal system is not perfect,and the information sharing channel is not smooth.Social assistance projects are scattered,the degree of specialization of rescue workers is not high,and the government guides social participation to be weak.On this basis,from the aspects of promoting urban and rural planning,enriching the rescue methods,improving the efficiency of government assistance,and promoting the participation of social forces,this paper puts forward some feasible suggestions for improving the new social assistance service in Qinhuangdao.This paper enriches the relevant theories of social assistance services to a certain extent,and provides some valuable methods and paths for the field of social assistance services.It also provides a reference and reference for the development of new social assistance services in Qinhuangdao.
