Positive organizational behavior theory provides a new theory view for management,provides a new research idea and research method for the government organizationalhealth research. The researchers and managers to realize the importance of stimulatingpositive advantage of government organization to influence organizational behavior choiceand enhance the organization health, bring a new opportunity for healthy development ofthe government organization.First of all, compared with traditional organizational behavior focuses on negativeemotions of the organization, managers and organization members, such as dysfunctioncaused by negative orientation and the research status of passive management, theresearch center of positive organizational behavior focused on positive advantages andinspire the psychological ability to drive, the theory focuses on how to correct,efficientdevelopment and application of positive advantage of organization and its members.Secondly, based on the analysis of the principal contradiction and interest restriction andobjective basis in the choice of the government organization behavior, has a morecomprehensive cognition of the government organization behavior choice. And thenthrough measuring and developing the positive factors such as the positive psychologicalcapital of the government organization, assessing the value of positive organizationalbehavior theory that can boost the healthy development of the government organization.Finally, in the perspective of positive organizational behavior theory guide governmentorganization behavior choice mainly adopted strategies of organizational change andimage trims, emotional dredge and hope debug, public opinion guidance and conflictresolution, by measuring and developing positive psychological advantage of organizationmembers, guiding the positive emotions, the healthy development of the group’s membersto stimulate the healthy development of the whole government organization, leading to apositive and healthy development of the society as a whole.Through literature analysis method and the study of literature, for the theoreticalfoundation of the combination research of positive organizational behavior theory and the government organization behavior choice. Through the comparative study method,understand the difference, inheritance and innovation between positive organizationalbehavior theory and traditional organizational behavior theory, and other managementtheory. Through the system analysis, integrated the government organizational behaviormanagement, positive organizational behavior theory, traditional organizational behaviortheory and other management theory, studying on system of government organizationhealth.
