Housing Security Mode Optimization Study For The Police Forces

With the socialized and monetary reform of housing security in the Armed Police Force(APF), the incomplete point in the housing mode of the APF is gradually being protrusive.And this is the very housing security problem that the APF are facing. On the other hand,never before have any armed logistic researchers done systematical research on the housingsecurity mode of the APF, which furnishes theoretical basis to solve the housing problems andpromotes the development of housing security in the APF. Firstly, this paper analyzes thecharacteristics of the APF housing security in details, including the good social environment,the significant local security, the diversity of security objects, and low consumption ofhousing. Secondly, this paper analyzes the present housing situation of APF, points out anddoes a further research in the key problem, housing security model is imperfect, through thesurvey in armed police and use of system analysis. And it introduces in details both thehousing security mode of other country and the one of the civil servants in our country, bycomparing which, several inspirations to the APF housing security are put forward. Last butnot the least, it attempts a new conception of the APF housing security mode. This paperadvances the specific strategy from both the policy level and the practice one. On the onehand, in the policy level, it makes a reasonable orientation to the housing requirement ofarmed police, both the power and the boundary of the new mode. On the other hand, in thepractice level, it advances the theoretical mode and the housing credit mode of the commonproperty in economical housing and improves the mode of department security. What’s more,it provides new ideas for each unit to innovate the security mode positively and flexibly withadvantages. Also, it analyzes the new model’s supporting measures.The innovative points of this paper are as follow: the beginning one is to put forward thecharacteristics of the APF housing security for the first time mainly from four aspectsincluding the social environment, the region difference, the complication III of personnels andthe consuming ability of the Armed Police. The second one is to summarize the inspirationfrom foreign army and civil servants in our country, which has provided a new angle to thehousing security mode of the APF. The third one is to build a new housing security mode ofthe APF based on housing security target and principle.
