Ever since the Reform and Opening up and entering WTO, the Chinesegovernment has been faced with unprecedented challenges and giant opportunities.The changes of the market pushed our government management accessing theinternational standards. The priority falls on the improvement of the governmentperformance. As a very important part of the civil government, the public securitybureau needs to renew ideas and transform functions based on the need of marketeconomy system, which becomes an important part of the reform they need. Thereforethe author developed a study on the performance management system of Tai’an’spublic security bureau, based on public service performance management.In this study, we first provided an introduction of the performance examinationmanagement of the public sectors, and based on this, we then analyzed the currentperformance management of Tai’an’s public security bureau. We found that there aresome problems with the current state of performance management of Tai’an’s publicsecurity bureau, which include written form of the performance examination, theperformance examination subject single, and inappropriateness of the index standards.Regarding the innovation and enhancement of the performance management systemof Tai’an’s public security bureau, first of all, analysis on the performanceexamination management tools includes analysis of balance scorecard,360o analysis,and SWOT analysis. Second, on the methods of performance management of Tai’an’spublic security bureau, we planned the examination contents and score standards, aswell as examination methods, results, and applications. We also put forwardsuggestions and improvement methods in the examination methods, systemization,and training.
