Technical standards for economic, social and daily life of the people of many aspects,such as the influence and the role of more and more prominent, countries and regions have torise to the height of the strategy to treat it. Nanhai district is strong county district economicarea in China, but with the total number of enterprises, economy of the south China sea, andcompared with other good area, south China sea, the standardization of governmentmanagement still has many weaknesses: the standardization of the social from all walks of lifeconsciousness is not high, standardized management talented person insufficiency, therelevant supporting policy system should be further perfected, and the standardization ofgovernment management function are not fully, standardized contribution to the economicand social strength is not enough, and so on. These problems become the bottleneck of nanhaidistrict standardized development, become urgent to solve the practical problems. Therefore,the research of how to strengthen the management of technical standards, located in nanhaidistrict government, the relationship between government and market, has the very strongpractical significance and theoretical significance.In this paper, with the government functions of nanhai district technology standardmanagement as the research object. First of all, national competitive advantage theory, newpublic service theory, market failure theory to analyze, build the government function analysistheory. Secondly analyses the urgent situation facing the nanhai district technology standardmanagement, analyzes the main problems existing in the current government managementand the reasons. Again, using comparative study method, the developed countries such asEurope and the United States, the standardization of management, from government functionpositioning, technical regulation system, information service level, driven by capital, talentseducation and training, etc., draw lessons from the advanced management experience. Finally,in order to strengthen the management of technical standards, located in nanhai district ofgovernment function, improve the standardized management for promoting the economiceffect, puts forward some countermeasures and Suggestions: one is the perfect system policy,promote department linkage;2it is to take various measures to improve managementperformance; Three is to find accurate positioning, outstanding talent training is effective.
