Research On The Role Of Government Playing In Reconstruction Of "Three Old" Of Nanhai Foshan City

With the advancement of China’s urbanization process, urban land is becoming increasingly scarce. In order to solve the problem of land in the development of urbanization,Foshan City which is located in the hinterland of the Pearl River Delta and the economic priority development area has begun to explore the “ Three Old” transformation which is the transformation of “old town”, “old factory” and “old village” and to make it change to the “new city”, “new industry” and “new community”. Nanhai District is the first experimental field in Guangdong. In the process of the "Three Old" transformation, Nanhai district led Guangdong province to make phase progress in the "Three Old" transformation.After years of practice, the economical and intensive utilization of land resources in Nanhai District has been preliminary realized, this has freed up new space for the city development and the industrial optimization, and has improved the urban and rural people’s living environment. In 2014, Nanhai District officially became a new round of comprehensive pilot in Guangdong province, which was the first pilot in Guangdong province so far."Three Old" transformation is a work with strong sense of policy, mass, economy,society and marketing, which involves a wide range of subjects and the process is complex.Behind the rapid development, the current "Three Old" transformation still has some problems which cannot be easily solved, for example, many difficult problems which are related to the overall planning, land use, house demolition, etc, and many of them are blank in the aspects of policy and law. Transformation planning lag, fuzzy land rights definition,narrow financing channel, lack of orderly public participation, unreasonable industrial structure, imperfect life support and other public services, serious environmental pollution and other issues. Industry, city and habitat integration cannot merge and integrate each other,which affects the transformation process as a whole. If you only use the existing and traditional model, it will be difficult to advance. Government as the leader of the implementation of the "Three Old” transformation”, the main problems are the functions of the government’s "offside", "dislocation", "absent" phenomenon in the "three old"transformation, which needs to be attached importance in the course of "Three Old"transformation, accurately position the government functions, and actively take measures to guide the changes of management ideas and methods, as well as a series of related policies,innovation and exploration. Through the government function positioning in the different stages of the transformation of the "three old" as well as the transformation of the function into thinking, this paper tries to find a better way to play the role of government functions.This paper firstly introduces the background of the "Three Old" transformation of Nanhai District in Foshan city and analyzes the current government function and its connotation of "three old" in Nanhai District of Foshan city. It analyzes the theoretical basis and practical basis of the government function positioning and sums up and analyzes the present situation, the existing problems, the experience and the reasons of the “Three Old"transformation. It explains the phenomena of “dislocation”, “offside”, “absence” in the implementation of government functions in the "Three Old" transformation and puts forward countermeasures of government functions. According to the implementation phases of "Three Old" transformation, to realize the transformation of planning oriented government to service-oriented government, law-oriented government, limited liability government and small government, to provide the reference and experience to "Three old" transformation or transformation of the old city and city upgrade in Nanhai district, Foshan city and other cities of the country. Finally, It puts forward the government function positioning in the process of demolition and reconstruction from the four aspects of the strengthening of government public goods supply, strengthening the link between the interests of stakeholders,strengthening the government’s supervision and control functions, and innovation of the existing social security system.
