Research On The Impacts Of Government Policy For Technological Transformation In Nanhai District Of Foshan City

In 2014,the Guangdong Provincial Party Committee and the provincial government pronounced promoting adjustment of economic structure and industrial transformation and upgrade as the main task of development,and deemed technological transformation as the main task for industrial transformation and upgrade.During the recent three years,Guangdong Province,Foshan City,as well as Nanhai District have introduced policies to support enterprises implement technological transformation and upgrade which have basically achieved its goal.Sticked to the path laid by Nanhai District Party Committee and district government,Nanhai District make good efforts promoting enterprises to carry out technological transformation and upgrade.The region's investment in technological transformation showed steady growth while the enthusiasm of enterprises for technological transformation gradually increased.New round of technical reform got initial good results.This paper,by means of literature research,comparative research and empirical summary,summarizes and analyzes the policies at provincial,municipal and district-level for technological transformation and upgrade of industrial enterprises in Nanhai District,and concludes that the implementation of government's technological transformation policy plays a good role in promoting investment of technological transformation,registry of technological transformation projects as well as economic efficiency.This paper then proposes solutions for problems arising out of the implementation of policies,such as low demand for providing support through equity investment,ignorance of true demand of enterprises,insufficient support for small and micro enterprises,insufficient policy propaganda so that policies can benefit enterprises and help them achieve transformation and upgrade.
