Fujian Province Government Competitiveness Evaluation And Empirical Analysis In E-government Environment

The arrival of the era of e-government intensified competition between the governmentand the government, also change the competitive environment, make the elements andmechanism of government competitiveness changed. To rationally evaluate the governmentcompetitiveness, we must consider the impact of E-government environment. In order to solvethis problem, this paper establishes a set of rational government competition evaluation systemunder the E-government by learning from relevant index systems, and gives scientific adviceas to how to improve the competitiveness of provincial government for Fujian. It haveimportant practical significance, and will produce positive effects for the healthy economicdevelopment and raise the level of competitiveness for Fujian provincial government.Based on the government competitiveness in e-government environment as the researchobject, explore the influence for e-government to government competitiveness, aims toestablish a set of suitable for e-government environment of competitiveness of governmentevaluation system, make an objective evaluation of excavation competitiveness of governmentcompetitiveness for Fujian province, excavation provincial government competitiveadvantages and disadvantage factors, and gives corresponding suggestions to raise thecompetitiveness of Fujian provincial government. This paper uses the government competitiontheory and Administrative ecology, statistics, the region economy theory; focus on the localgovernment competitive evaluation model, the collection of data, the setting of parameter andthe weight distribution and the calculation of competitive level. Main research results are:First, according to the government competition theory and administrative ecology, thispaper establish the government competitiveness theory model under the environment ofe-governmental, divide the government competition into System support, Resource absorbforce and Public service ability, and analyzes the e-governance’s positively enhance functionand negative influence to the competitiveness of government, and how the e-governmenteffect on the competitiveness of government elements to enhance competitiveness mechanism.Second, This paper establish a set of suitable of competitiveness of government evaluationsystem under e-government environment, referring to the previous experience forcompetitiveness evaluation index system and adding in some new output indexes which haveimportant influence for the government competitiveness under e-government environment.Third, Use statistical methods to determine the weight of each index, dimensionless thedada, draw the score of each index, finally all consequence of indexes according are computed.Through the above methods, draw the government comprehensive evaluation results of4 provinces of Fujian, Zhejiang, Guangdong, Jiangxi,and make transverse comparison of them.Finally, According to statistical analysis result, summarizes superior indexes and inferiorindexes of the competitiveness of Fujian provincial government, then put forward fourproposals on the competitiveness of the Fujian provincial government.
