In the context of globalization, the factors of production clumpedtogether into a few cities or city groups, and the competition betweencountries is more and more reflected in the competition of the cities thathas become the subject of global competition, giving city a strategicstatus in the global competitiveness. Although China has a large numberof mega cities, but the general competitiveness is not strong, and thereis a large gap between China and the world’s most competitive city, sowhat is the problem?In this paper, I do the literature review in details, and do manyrelated research, then find out that government is the key factorto affect city competitiveness. Taking this as the breakthrough point, thispaper discusses the basic elements of city competitiveness, and then toanalysis the interaction between government and other relevant factors totry to clarify the government’s important influence and its mechanism, then compare the city competitiveness of Shanghai, Hongkong andSingapore to find out what different roles the governments play.On this basis, the paper discusses the status of industrial cluster inShanghai, Hongkong and Singapore, and government’ different effects.Then the paper analysis business environment which is very important forindustrial cluster, and find out the deficiency by comparing Shanghaiwith Hongkong and Singapore. Finally, discuss the city competitivenessunder globalization and city clusters. Through all above, the paper make aconclusion on how to identify government’ role in city competitiveness.In conclusion, to improve city competitiveness, our governmentshould re-examine the relationship between government and market toconstruct "strong government, strong society". And based on the differentstage of city competition, our government should promote the formation,development and optimization of industrial clusters,and create a goodbusiness environment for the enterprises and industrial clusters. At thesame time, our government should actively promote the reform of publicservice, and improve the government management and public servicelevel to build a service-oriented government which is effectiveness andtransparency...
