The Research On The Relationship Between The Third Sector And The Relative Entities In The Community Governance

How to grasp the social structure form, to improve the social ruling pattern,and to raise the social survival efficiency, have become hot issues nowadays.The Third Sector is the new social forces and group in the process of socialdevelopment and self-evolution. It has characteristics of independent, non-profit,professional and etc; it has relative abilities to assist or substitute part of socialmanagement responsibility of the government. The emergence of “The ThirdSector” provides a new approach to explore social management mode. Facingfrequent fluctuations of social order, fierce social contradictions, and increasingsocial management cost, the government is almost unbearable. How to take theadvantages of “The Third Sector” and to inject new social drive for China’s development has become one of the hottest research topics for government andsociety.In the paper, on the basis of summarizing the research literature related to thethird sector and community governance, the author takes Shanghai Xintu Centerfor Community Health Promotion, the non-profit organization providingprofessional public products and services to citizens as example, and uses staffinterview and project-followup-analysis as research methods. After explainingand interpreting Government Failure Theory, Social Governance Theory, andCivil Society Theory, the author builds up the theoretical basis and frameworkstructure of the feasibility and necessity of the third sector playing in thecommunity governance. Furthermore, focus on studying different roles of theThird Sector in different situations in Community Governance. By digging itsrelationships with government, other social organizations, community residentsand market participants in co-governance of the community, the author finds outthe contradiction, conflict, competition, guide lines in this relationship map andsocial status of twists and turns. Here comes the conclusion: In order to playits proper role in community governance and to create sound momentum forfuture development, the third sector should do the following points: Adapt tothe survival environment under the strong government; Fully understand itsdevelopment path, increase its professional ability, and coordinate relations withother similar entities; Always regard the interests of community residents as itsbasis and targets; Create open atmosphere and form the pattern of overall linkage; Balance market economy factors between internal construction andcommunity governance. Through above measures, finally promote thecommunity to develop harmoniously.
