A Study On The Development Of The Third Sector In The Urban Community Governance Of China

Community is a microcosm of the society,as a primary-level organization, its development has a long history. For community governance, the original subject of the government can’t cover every aspect and dominated by the government’s social management mode can not adapt to the need of The Times.So, here comes the third sector organizations, which is a indispensable part of the community governance in the new period.It is irreplaceable for pushing the promotion of democracy at the grassroots level, pushing the public affairs management, enriching the community culture and perfecting the primary environmental. It is the important carrier of community residents participate in community affairs, and it can make up for the inadequacy of social function under government and enterprise. It’s also a vital force for overall building a harmonious society.This thesis is focus on the research of the development of the third sector organization under the governance of urban communities.First,the thesis make sure the definition and scope of the community,community governance and the third sector.The third sector organization is an import, it refers to an organization which between the government and private sector,People call it "non-governmental organization","non-profit organization"and "voluntary organization" as well.The research object of this article is the third sector organizations in the community, compared to the full-covered third sector organization, it has small scopes of service and the activity content is close ties to the community. Second,with the clue of time, this paper hackle the community governance under the third sector of our country and analysis the role of the third sector in the community governance. Third, on the basis of defining the relevant concepts, this paper analyze the reason and problem of the development with the polycentric governance theory and the third-party involvement theory. Finally, this paper analyze how to improve the development of the third sector when we share governance of the community affairs from government, enterprise, the third sector itself and community residents four main body.
