Research On The Purchase Of Public Sports Services By Local Governments

An important measure for the government's services in the sports field is the government's purchase of public sports services.This measure is an important part of promoting the transformation of government responsibilities and deepening government reforms,and is an important way to accelerate the construction of my country's sports power.At the same time,the strong public demand for public sports services has also prompted the government to purchase public sports services.Therefore,discussing the problems and countermeasures in the government's purchase of public sports services is not only of great significance to improving China's public sports service supply system,but also of great significance to improving the level of national fitness services.Judging from the practice of local governments in purchasing public sports services,there are obvious differences in many aspects,including purchasing subjects,undertaking subjects,and purchasing methods.The research on the purchase of public sports services by local governments is conducive to the improvement of the relevant theoretical construction of the purchase of public sports services by local governments and the future practical work of the purchase of public sports services by local governments under the guidance of the theory and combined with the different characteristics of different regions.On the basis of sorting out the theoretical basis of the government's purchase of public sports services.Through literature research method,case study method,comparative analysis and other methods.This paper selects Nanjing and Shanghai as the object of investigation,studies the current situation of the purchase of public sports services by the Nanjing municipal government,and analyzes the purchaser,the undertaker and the purchase content of the Shanghai government's purchase of public sports services.At this stage,the government's purchase of public sports services mainly focuses on the purchase of public sports events,stadiums,sports coaches,and training.The purchase of public sports services by local governments has achieved good results in promoting the transformation of government functions,enhancing the enthusiasm of private enterprises,purchasing more and more extensive content,and meeting the public's sports needs to a greater extent.However,there are still problems such as imperfect laws and regulations related to the government's purchase of public sports services,unstandardized purchase procedures,lack of necessary research in purchase decisions,unbalanced supply and demand of purchase items,and lack of a complete service evaluation system and supervision mechanism.In view of the above problems,this study starts from promoting the opening of school stadiums to the public.The purchase of public sports services by local governments should be guided by the actual needs of the public,conduct adequate research,fully listen to the voices of the masses,and solicit their opinions;Standardize the procedures for the government to purchase public sports services;Improve the relevant local policies and regulations;improve the service quality of the undertaker,select a professional undertaker,and strictly control the performance evaluation of the purchase effect and give countermeasures and suggestions.
