Problems And Countermeasures Of Guangxi Zhuang Autonomous Region Government Purchasing Public Sports Services From Sports Social Organizations

The government’s purchase of public sports services is an important measure for the government to purchase services in the sports field,and is an important content to promote the transformation of government functions and deepen government reform.As a typical representative of the public service system of national fitness,Guangxi Zhuang Autonomous Region has made some progress in implementing the national fitness plan and purchasing public sports services from sports social organizations,but there are still some problems.In view of this,this paper takes Guangxi as an example,takes city B as an empirical object,and combines the government’s purchase of public sports services from sports social organizations as the main supply mode of public sports services advocated at home and abroad at this stage,discusses the problems and reasons of Guangxi government’s purchase of public sports services from sports social organizations,and puts forward targeted solutions.It is not only of great significance to improve China’s public sports service supply system,including Guangxi,and improve the national fitness service level,but also of positive reference value to build a service-oriented and efficient government in China.This paper takes Guangxi city B government as research cases to explore the current situation,problems and causes of Guangxi government purchasing public sports services based on City B.The research shows that in recent years,the governments of Guangxi city B have achieved good results in purchasing public sports services,and government departments,social organizations and the market have played an active role together.However,there are still some problems in the purchase of public sports services from sports social organizations in Guangxi,such as the lack of guidance of the government purchase policy,the low transparency of the government purchase process,the lack of rationality of the government purchase type,the lack of balance of the government purchase content,and the lack of efficiency of the government purchase service.The reasons are mainly due to the inaccurate positioning of the functions of Guangxi and Guangxi B municipal government in purchasing public sports services,the imperfect cultivation and development of sports social organizations,the imperfect cultivation of public sports service purchase market,the unscientific operation mechanism of public sports service purchase,and the unsystematic accountability mechanism of public sports service purchase.In view of the above problems and causes,this paper uses the experience and Enlightenment of domestic and foreign governments in purchasing public sports services from sports social organizations for reference,from accurately positioning the government’s public sports service function,improving the cultivation and development of sports social organizations,improving the cultivation of public sports service purchase market,improving the operation mechanism of public sports service purchase The implementation of accountability mechanism and other aspects of the Guangxi Zhuang Autonomous Region government to purchase public sports services from sports social organizations.
