The Research Of The Cyber Public Participation In Rulemaking

This paper analyzed the theory of the cyber public participation inrulemaking first, elaborating the concepts, explaining the theoretical andnormative basis of introducing public participation into rulemaking.Then I selected Shanghai as research sample, and chose “publicconsultation platform about the drafts of government regulations” as thesubject of the research, because Shanghai is one of the provinces earlierto introduce public participation into the administrative legislation. Thispaper is aimed at providing a reference for developing the publicparticipation mechanism, based on the practice of Shanghai. The papersummed up the characteristics, development track and cruxes of thepractice by organizing the data from the platform.After that, I did deep analysis on the various information about thecyber public participation, in combination with the legal norm and thepractice of Shanghai.At last, I made a conclusion based on the particular case of Shanghaiand the analysis.
