With the rapid development of China’s rural economy and society,the needs of rural residents of public services has also experienced rapidgrowth in the demand for public services is also showing a trend ofdiversification. However, due to a variety of reasons, the current supply ofpublic services in rural areas far failed to meet the needs of rural residents,public services in rural areas has become one of the bottlenecksrestricting the comprehensive rural development. Society organizationsas one of the main public governance, in recent years, China hasdeveloped rapidly and has become even more prominent role in China’seconomic and social development, in particular, played a huge role inthe field of public service. New rural construction and development cannot be separated from the strong support of the public services in ruralareas, social organizations involved in the supply of public services in ruralareas is not only an important part of the construction of a new socialistcountryside, is of great significance for the promotion of rural harmony,stability and development.The first chapter of this thesis defines the concept and scope of thesociety organizations, rural public services and public service supply, andexplains the failure theory, governance theory, the theory of socialcapital and new public service theory as a society organizations involvedin the supply of public services in rural areastheoretical researchfoundation, as the important basis. The second chapter focuses on thepractical needs of the rural public services, the rapid development ofChina’s civil society, the inevitable requirement of the administrativereform, public service equalization realistic background the historicopportunity four social organizations to participate in public services in rural areas and promoting rural public service principal by one yuantransition to pluralistic, promotion of public services in rural areas by theone-dimensional to multidimensional transformation to promote thestatus of public services in rural areas by the imbalance to a balancedtransition, promote the concept of public services in rural areas bymanagement to the service into four social organizations to participate inpublic services in rural areas the main role. Chapter Find out the totallack of service delivery, service supply structural imbalance, high qualityservice delivery, lower the satisfaction of the masses four socialorganizations involved in the supply of public services in rural areas arethe main problem, and find out through the analysis of the problem lackof relevant laws and regulations, the lack of political and socialcooperation and interaction, public services, lack of funds, lack ofprofessional human resources, the organizational self mismanagementfive social organizations involved in the problems of rural public services.The final chapter is to propose social organizations to participate in publicservices in rural areas of the four basic principles of both the principle ofcompetition, fair principle of efficiency, focus on the principles ofclassification, the principle of positive interaction, and finally testproposed laws and regulations of the improvement of the socialorganizations involved in the supply of public services in rural areas,create a positive interaction between the government and socialorganizations in the public service, and improve the ability of socialservice organizations involved in the supply of public services in ruralareas, and support efforts to increase social organizations involved in thesupply of public services in rural areas, improve the mechanisms of thegovernment to buy the social organization of public services in rural areaspublic services in rural areas, strengthen self-construction andmanagement of social organizations, social organizations involved in sixmain path.
