As social ageing becomes increasingly serious,influenced by centralizing,miniaturization and empty-nested phenomenon of the family structure caused by social transformation and family planning,the situation of endowment in Chinese society is more severe.As an independent individual,the old have the right to seek for their happiness in their twilight years.The right is shown in the demand of care for the aging people,that is to say,the increasing number of the old has a growing demand for old-age care,and thus the demand of individuation and differentiation is more and more diversified.Such factors like the weakening function of family security and insufficient the socialized aged organization enable pension services to get access to the community.The urban community,depending on its relatively centralized aged population and endowment resources,is becoming the priority or the main choice of the old-age care services developed by the civil society.As a supplement of the governmental and market failure,the civil society boasts of the advantages that the government and market lack by means of its flexibility,diversified,differentiated and individualized services.Because Chengdu is typical in leading and encouraging the civil society to participate in old-age care services of the community,the paper takes Chengdu city as the case and employs some research methods like open surveys and in-depth interview.Besides,the paper deeply expounds the experience and problems that the civil society takes part in the urban community old-age care.Based on this,the relative management approaches are discussed for further improvement.The paper consists of six parts: introduction gives an account of background,meaning,present situation,ideas and methods of the research,in addition,it defines the relative concepts mentioned by the paper and briefly analyzes the referred theory.Chapter one analyzes the general situation that the civil society participates in community care,including the background,present situation of development,participatory approaches and its advantages,besides,the development of the community old-age care fits China's national conditions and the participation of the civil society has obvious advantages.Chapter two conducts the descriptive analysis in terms of Chengdu's civil society participation in the urban communityold-age care,including the present situation,basis and running status of Chengdu's community old-age care.Chapter three analyzes such a case like civil society's participation in the community old-age care to look into the gained results and the existent problems.Chapter four discusses the development trend of civil society's participation in urban community old-age care and gives some suggestions on the improvement of cooperation supply for community old-age care services to establish the system guarantee for the cooperation supply between the government and the social government.These suggestions are employed to enhance workforce management and capability building that the civil society participates in community old-age care,to strengthen policy guarantee that the government financially supports the community old-age care and to improve supervision and evaluation system.At last,the paper concludes that Chengdu relies on community to buy services from civil society and provide the old in the community.The approach that Chengdu takes has positive results in dealing with the aging problem,which means a very big deal for Chengdu to address the difficulty of the old-age care.As aging phenomenon becomes increasingly severe,the experience left by Chengdu reveals that the government needs to give its partial functions to the civil society regarding bearing the responsibility of caring the old.Concerning community old-age care services,the government plays the role as a regulator,manager and supervisor in community old-age care services.Additionally,the civil society serves as the direct provider of services and integrates resources to offer high-efficient and quality service by multi-cooperation with community and community residents.
