In recent years, the level of production capacity and development of the rural economy continues to improve, residents began to pursue diversification, the refinement of demand for public services. But limited by the supply of body, public service provision content and way limitations obvious, both conflicts have become increasingly prominent. To further meet the basic needs of the public and make up for the missing supply of public services,rural community service class society organizations came into being and the increasing number of, covering the fields of community building, social welfare, social relief and so on.With the gradual expansion of social organizations to get involved in public service-wide quality of public services has become the focus of attention and research.From the perspective of Residents’ Perceptions, research the residents of rural social perceived quality of public services, public service quality evaluation dimensions and influence factors are the research priorities. First explained basic concepts in the paper, including residents’ perceptions, rural communities, social service class organization, public services, the quality of public services. On the basis of literature review and on-site interviews with residents. Establish public service quality assessment dimensions, including convenience, assurance, effectiveness and anastomosis. Descriptive statistics were evaluated on the quality of public services. Obtain the quality of public services of the service society organizations in rural community is generally not high status. In order to optimize the quality of service, focus on the factors affecting the quality of service. combined with service society organization’s characteristics design evaluation scale,establish service design, resident-oriented, competency, organizational performance four factors. Proposed relations assumptions between factors and service quality evaluation dimensions. Using SPSS software test reliability and validity. With LISREL8.7 software argumentation quality of service factors positive impact on the quality assessment dimensions and influence level to verification article hypothesis. Using single factor analysis and independent sample T-test, analysis the perceived differences in demographic variables, Including gender differences, age differences, education differences and occupational differences in perceived quality of service. Finally, based on the empirical analysis put forward four suggestions to enhance the quality of public services, such as improve services designed to improve quality of service organizations, regular residents guide to optimize service organization’s image, strengthen the competency to improve service capabilities, enhance service performance to establish the public image of the organization.
