Building an Administrative Approval System, the key of functionaltransition of the governments, is also the core of administrative approvalstructure. Administrative Approval System was established in the era ofplanned economy. With the development of market economy, the pressureof WTO, and the promotion of reforming, governments take manymeasures to reform the system.Theoretically speaking,‘Market Failure’ theory supports the necessary ofthe system, while ‘New public Service’ theory talks about the direction ofreformation-to serve, not to control. Chinese researchers advanced thetheory of ‘service-oriented government’, elaborating the core characterand demonstrating the measures of reformation, such as devolution andperfecting the legal.Practically, State Council of the People’s Republic of China removed some items requiring administrative approval. Guangdong provincegovernment began the first round reformation in1999. Later, there comes‘Hainan Pattern’,‘Zhejiang Pattern’ and so on. All of them followed therules of devolution, improving efficiency and supervision over power.Nantong began the reformation, named ‘3concentrations and3implements’, from the end of2011.This research analyzes the problems in conceptions, measures andassurance of local reformation in Nantong, with observation of thereformation over the country. The research suggests implements inimproving relevant laws and regulations, showing detailed list of duties,promoting publicity of the government affairs and improving evaluationmechanism.
