However, the existing administrative approval system still keeps the inertia from the planned economy, and not able to fit the socialist market economic system’s development well. No longer meet the needs of the society changes and rapid economic development. The tedious examine and approval, process chaos, Rent-seeking corruption come out frequently.18th CPC National Congress presented that to deepen the reform of the administrative examination and approval system, continue to reduce the decentralization, promote the change of government function. The third plenary session of the18th CPC Central Committee indicated to let market play a decisive role in the allocation of resources. During the new period of deepen reform, the key point of government functions transformation and service-oriented government development is to deepen the administrative approval system reform. Through analyzing the theoretical framework, history and existing problem, and experience from US, we proposed the ways of reforming path under the view of service-oriented government.
