Research On The Construction Of Rural Old-age Service System In Underdeveloped Area

Since our country entered old age society in 2000,the contradiction of “old before rich” has become more and more obvious.With the rapidly growing aging population,the old age service demand is ballooning as well.However,the old age service supply is limited because of the restriction of the economic development level.In rural areas that accounts for most of the aging population, with the speeding up of urbanization,the increasing of rural migrant workers and the transformation of the concept of fertility,rural families are showing some characteristics such as miniaturization,nuclealization,empty-nested and old-aging.In that case,family supporting function tend to weaken and the contradiction between huge old age service demand and limited old age resources supply become outstanding.As a big agricultural and populous province of our country,Henan is faced with extremely serious challenges due to underdeveloped economy and huge aging population.In order to tackle the old-age challenge in a better way,it is necessary to build a sound rural social old age service system under the current economic and social conditions.This thesis take Henan province as an example to study social old age service system in rural areas which are underdeveloped,combined with methods such as literature research,questionnaire investigation and case interview.This thesis draws some conclusions by analyzing the old-age situation,the rural social old age service supply and demand situation,problems and reasons of rural social old age service system in Henan province.The conclusions mainly are the following:(1)The old age situation is extremely serious in Henan province.The contradiction between the rapid growth of old age service demand and the limited old age resources supply is very sharp.Huge aging population,high rate of empty nest family,low average income and low average resource share make the situation worse in the vast rural areas.(2)The underdeveloped rural areas are faced with more problems than developed areas due to lack of fund,outdated concept on old age,lack of social resources.(3)At present,old people in rural area are more willing to accept home-based care for the aged and community old age services.(4)The construction of social old age service system is a systematic project,which needs relative liability subjects to work together and coordinate mutually to solve problems in fund, service and management.The innovation of this thesis lies in that it elaborate the specific path how charity and voluntary service play a part in the construction of rural social old age service system.It also puts forward the concept of “family-like care” and introduces its service supply subject,namely family nursing homes.In addition,this thesis attempts to explore a new way for the poor and old,that is exchanging house or land for social old age service.
