Nowadays, the social and economic background of China is ’getting old before getting rich’,along with the aging population and aging trend, our rural area took the lead in entering into an aging society faster than urban, rural pension burden is heavier than ever before. With the accelerating urbanization process, rural family structure increasingly miniaturization while hollowing out of the traditional pattern of rural family endowment is unsustainable.There is rising increasingly prominent contradiction between rural endowment service supply shortages and pension service demand, meanwhile, rural endowment faces many specific requirements, such as a pension plan as a whole development between urban and rural areas, promoting the market and society play a role in pension service, promoting the society more fair and justice. This paper based on elaborate analysis of the system theory, welfare theory of multiple supply theory, the general welfare and the theory of active aging aspects,pointed out that the rural old-age service system should be set jointly construct the social from all walks of life force, to ensure the risk and deal with the rural population aging.This paper took HS district as an example, using a variety of ways such as the rural areas through the government support, market operation, and society participation, comparing with more developed economy coordinated development level of pension service model, preliminary established a pension social endowment service system which given priority to with family endowment and community endowment is complementary and supplement with institutional. Moreover, analyzed the problems in endowment socialization service system construction practice, which including the existence of diversified supply,low specialized level, and the imperfection of the service supervision and evaluation. In addition, from two aspects of supply and demand, making further analysis from the function of rural family endowment weakening, the rural elderly endowment home plot, urban and rural pension demand diversity, different groups of urbanization accelerating effect on pension facilities layout, private pension agency policy operation, and optimization of socialized service aspects and so on. At the same time, with traditional Chinese endowment culture have in common in Japan,the Taiwan region, Hong Kong SAR and other countries and regions of socialization service system of pension ripe experience, and the domestic developed regions of Shanghai, nanjing, hangzhou, suzhou, ningbo and other places of urban-rural old-age social service system construction have been carried on the concrete.Finally, the paper around the basic guarantee, organization integration, service development,social innovation, etc., putting forward the relevant suggestions on the perfect construction of endowment socialization service system in HS area, which is based on the rural and urban-rural integration. In order to improving the rural old-age service pertinence by paying attention to idea and demand change; to improving the old-age service guarantee ability from the perspective of strengthening government responsibility; to enhancing bearing capacity of institutional pension from the perspective of institution endowment diversified; to making endowment service content more accurate human nature from the perspective of home endowmentcontent; and to guiding social to activate the innovation of the endowment service system from the perspective of social participation.
