Research On The Mechanism Of How The Old Cadres Play Their Roles Under The New Situation

Old retired cadres are precious fortune for our party and country. At present our country undergoes the new age of building a moderately prosperous society, deepening the reforms in an all-round way and comprehensively promoting the rule of law. The old cadres attended the socialist modernization of our country and achieved plenty of experience and lessons which can help effectively reduce the costs and avoid detours in the process of social reform and development. There is significant reference value to solve the social problem at present if the old cadres can fully make their contributions. However, due to the changes in personnel structure, ideological status, lifestyle, interests and needs, there are some conditions which restrict veteran cadres playing their roles.The article is based on the research data from Henan province. Combining the overall situation of old cadres in our country with the theoretical achievements of science of public management, politics, sociology and psychology, it makes research on the factors of affecting old cadres playing their roles, and analyzes the five contradictions of the inaccurate thought orientation, how to improve the organizational ability, lack of institutional innovation and platform in a single form. Furthermore, we need to find the scientific and systemic solutions.In order to establish long term mechanisms to stimulate the old cadres to play their roles, we need to improve the management system, innovate service system, enrich the service platforms, expand the channels of working, improve the study ability of old cadres and improve old cadre worker quality.
