Research On Environmental Responsibilityof Government In The Risk Society

Since the 1980 s, the concept of "risk" is from the realm of pure technical and economic extension to the category of social theory, and is gradually widely used in social science literature, especially in the field of sociology and law. At present, risk society theory is one of the more popular social theories, it indicates the arrival of the global risk society. The main characteristic of risk society is the result of uncertainty and cannot be predictive, as well as the influence of relevance, this wills no doubt to our country government management puts forward new requirements. In recent years, the nationwide more serious environmental pollution accident happens, the topic of environmental protection gradually become what people care about, and the topic that how to resist the environmental problems brought by the economic development become what in front of the government and citizens, and suggesting to deeply discuss the theory of risk society. Environmental protection work in China has been the government leading mode, the government in the environmental protection work plays an irreplaceable important role, has the unsinkable responsibility for the environment, the government can correctly and fully perform their duties according to law is of great significance to environmental protection.At present, China’s legislation on environmental risk prevention and control has obtained certain achievements, but the responsibility of the government regulations in existing laws are not very clear, the government in the prevention and control of environmental risk has delayed in exercising their functions and powers. Missing responsibility of the government to make citizens calls into question the government’s ability to protect the environment, cause the loss of government credibility, increasingly, environmental risk can not get practical prevention and governance. The existence of these phenomena seriously hindered the environmental protection work, which restricted our country the construction of harmonious society and the sustainable development of the process.Theory, this paper is combined with environmental risk from the perspective of government environmental responsibility by risk society, our government is discussed in terms of environmental responsibility of related problems. Through the analyzing the present situation and problems of environmental risk prevention and control work of the government responsibility, it is concluded the reason of the lack of government responsibility, according to the existing problems, the writer forward some measures for strengthening the government responsibility in order to perfect our country’s legal system for the prevention and control of environmental risks.
