| China's ecological migration project began in the 1980 s,initially to solve the problem of population poverty and alleviate human damage to the ecological environment.Eco-migration is an effective strategy for the development of poverty-stricken areas in China.Its purpose is to improve the living environment of the population in poverty-stricken areas by eco-migration and provide them with a shelter for their survival and sustainable development.This paper takes the ecological migration project in Ruoli,Jingyuan,Gansu Province as the background.This project is led by the government and invested by Tzu Chi Foundation in Taiwan,China.Its construction process,principles and concepts are different from those in other areas led by the government.It has its own reality and uniqueness.The main content is to analyze the causes of the immigration project,the construction process and the adaptation of the immigrants,and focus on the role of Tzu Chi in the immigration project,the tasks it undertakes,and the continuation and change of Tzu Chi's aid concept in Jingyuan.On this basis,it is concluded that the migration mode of Tzu Chi Village in Jingyuan is decided by the government and invested by Tzu Chi.Its construction process runs through the concept of Tzu Chi's great love of shelter,peace of mind and peaceful life.It is a Multi-Cooperative ecological migration mode in which non-governmental organizations participate in government management and guide migrants to participate.On the basis of studying this mode,we can analyze its value,advantages and disadvantages.Firstly,NGOs' participation in migration projects has theoretically supplemented the government's deficiencies.On the one hand,it can solve the shortage of government funds,on the other hand,it can supplement the government's shortage of manpower.Through the strength of Tzu Chi volunteers,the pre-investigation of migration situation can lay a good foundation for migration projects.In the cooperation between the government and NGOs,the largest social resources can be mobilized.A large number of social forces have participated in theimmigration project to provide conditions for the smooth development of the work,and the execution of local government is the necessary condition for the implementation of the immigration project;the cooperation between the two can improve work efficiency,pool ideas,concentrate social resources,and maximize the welfare of migrants.From the final adaptation of migrants,Tzu Chi,a non-governmental organization,participates in the Government immigration project.It is a win-win result of many parties,and has its practical value and reference significance. |
