Operating Mechanism Study On The Party Building Work Of Chongqing “Two New” Organization

Since the reform and opening up, with the continuous development of our nation’s socialism market economy, every cause of society has achieved remarkable results. As the market economy developing in depth and breadth, many newly established economic and social organizations(hereinafter referred to as the “two new” organization) constantly emerging. These “two new” organizations playing an important role in the aspects of increase employment opportunities, service society and promote development of the industry. But in these “two new” organizations, there are exists many “Mobile Party Members” and “Invisible Party Members”, they suffered pressure from enterprise or living environment, not willing to openly showing their Party membership. This will leads to Party activity difficult to start, Party members rights and obligations can not guarantee and basic Party organizations are hard to build.As the only municipality in China western region, Chongqing has made many great achievements in social reform and economic development in recent years. In order to adapt the development of Party building new situation, Chongqing has already set up “Two new organization work committee” early in 2006, for which is responsible the overall work of “two new” organization Party building. But affected by some factors, such as the field is too new, insufficient emphasis, complex construction and outdated ideas, Chongqing faces formidable challenge in “two new” organization Party building work. How to emancipating the mind, bolding in innovation, and taking efforts to explore route method in accordance with the actual situation of “two new” organization Party building is a very important question.This paper start from Shapingba district “two new” organization Party building present development situation, then to explore problems in its process and analyzes the reasons for these problems. It is hoped that this paper could use the representative regional perspective reflect common problems existing in Chongqing local “two new” organization Party building work. The ultimate goal of this paper is based on comprehensive analysis of “two new” organization Party building, exploring a set of operating mechanism coincide with Chongqing current situation. More specifically, it from five aspects propose effective strategies to construct operation mechanism, that is power operation, work responsibly, motivation method, management control and backup protection.
