A Study On New Social Organization's Party-buliding Work Pattern In Putuo District Of Shanghai

As the economic system experiences in-depth reforms, shifting gradually from the traditional planned economic system to the market economic system, the relationships between the government and the market, between the government and the society also witness changes and adjustments. The New Social Organization(NSO), born in this big environment, is not only the result of a government functions relocation(under the circumstances of "small government, big society"), but also a new social organization, owing to the transformation of the traditional confederation of trade unions. NSO has established a new social management model through successful integrations of social resources. Together with the New Economic Organization(NEO), NSO and NEO are called The Two New Organizations. With the characteristics of non-government,autonomy, loose structure and voluntariness, NSO plays an important role in fostering an all-around, harmonious and sustainable development of economy and society. It is becoming a vital force in China's economic and social life.As a new member of the Party's grass-roots units, NSO has become a new footstone and has opened a new horizon for the party building work,as well. The work of party building in NSO is not only a necessary requirement for establishing a harmonious socialist society, but also an important approach to NSO's proper self-development. However, due to factors like mobility of staff members, high frequency of organizational shifts, the work of party building within NSO remains in the surface level, with outstanding problems such as low success ratio of party organization construction, low coverage of party building work and weak influence or impact of party organizations. There are also a series of problems in some established NSOs where party organizations exist, such as difficulties in building the organization, in the management of party members, in raising funds, in carrying out activities and in the malfunction of the organization itself and so on. Comparatively speaking, NSO's work of party building lags behind the work of party building for the community and the NEO. The paper studies the management mode of party building work of-NSO in Putuo District of Shanghai. The paper also tries to come up with practical countermeasures, based on the analyses of three aspects of existing problems like the managerial system of party building work, the building of party personnel, the expenditure of party building funds. The study sets examples for further party building activities in NSO, which may provide a certain degree of reference.Divided into four parts, the paper tries:Firstly, to explain the background of theme selection, purpose and aim of this study, quotation of previous domestic literature on this issue, introduction of the approaches and structures of this paper, and also a comparison of party building work between NSO and administrative organizations.Secondly, to carry out analyses on current situations of China's NSO party building work, mainly from the aspects of China's NSO development, modes as well as objectives and principal requirements of party building work.Thirdly, to analyze the current situations of NSO's party building work modes in Putuo District, and to point out existing typical problems.Finally, to reach out practical countermeasures, according to these typical problems...
