The Research Of The Welfare System Of The Civil In Ho Chi Minh City

After the reform and opening up in Vietnam during the 1986’s, political, economic level has been greatly improved. After entering the new century, along with the deepen of governance concept in the international community, and the in-depth study about the civil service system from Vietnamese scholars, the Vietnamese government is increasingly aware of the importance of civil service reform. Due to civil government work as a performer, the civil government has the distinction in other professional occupations particularity. First, the content of their work related to the government and the social functioning, it is the greatly affected about the motivation of civil servants and the level of efficiency. The level of civil service benefits will directly affect the working attitude of civil. Secondly, because of the civil servants’ salaries, allowances, and benefits come from the state financial expenditure, so how to set the civil welfare system, will affect the state financial expenditure. Therefore, this study was to study the welfare system in the civil service in Ho Chi Minh City, and find the problems among the existing welfare system, and propose corresponding solutions. It is not only enrich the theory of civil welfare system in Ho Chi Minh City, but also play a role in the practice of civil construction of the welfare system.The ultimate aim of this study is to solve the civil service welfare system problems in the Ho Chi Minh City, to improve the welfare system and to identify relevant civil path. In this paper, take the following two methods: literature research and survey research methods. These methods can scientific and comprehensive exposition the civil welfare system’s status quo in the Ho Chi Minh City, and can objective questions, in-depth analysis of the problem. They have targeted some of the best practices from abroad, and proposed some reform program that suitable for our country. By studying the status, the problems and the reasons of the civil welfare system in Vietnamese, with compare the foreign civil welfare system, find the difference, comparative analysis, we can draw on some scientific and reasonable method is suitable for Vietnamese’s national conditions. All of this can make the civil service system in Ho Chi Minh City’s welfare gradually improved.
