Research On The Crime Brought By Extraneous People And The Preventing Administration Policy In Wujiang District

The crime brought by extraneous people is a serious problem when extraneous people migrated into the city since China’s reform and opening up. From the view of domestic research, this problem has caused the attention of the academic circles, many research has been done on the high crime rate of China’s urban extraneous people, but the research aimed on small towns besides the city such as Wujiang district are unusual to see. Wujiang as the intersection of three provinces, adjacent to Shanghai, Hangzhou and other large cities, special geographical location makes the extraneous population is very frequent, the extraneous people crime situation is very complicated. Through in-depth study of Wujiang area the crime committed by the extraneous population, this paper is willing to put forward management policy suitable to Wujiang from the prevention angle. Meantime, make the extraneous people contribute to urban construction,and be able to integrated into the town. At the same time, this paper is also hoping to give references for Wujiang and other similar small towns when making extraneous people management policy.This paper use the research methods of literature research, data statistics, and to do this research through the thinking of ask questions-Analysis questions-solve questions, and analysis the crime problem brought by extraneous people through the characteristic of extraneous people crime and the main reason of extraneous people. This paper also valued the existing preventing management policy, hoping to curb the phenomenon of extraneous people crime in Wujiang district.In the preventing management policy of extraneous people crime, this paper emphasizes that the first is to strengthen the publicity and education, and to improve the legal awareness of the extraneous people in the district, and to increase the town of extraneous people affinity, especially to solve the problem of children’s education of extraneous people. Wujiang government also should be the defender of the right, especially the right of labor security, of extraneous people, not be the purely administrator, in order to increased the extraneous people’s sense of identity to local government. In the system of extraneous people crime preventing management, this paper emphasizes that on the one hand, extraneous people credit system should be built, for example, Wujiang district could impose the integration of new citizen management plan, let the extraneous people enjoy the priority of education and settlement. On the other hand, community policing also should be enhanced. Community police should root into the community, cooperate with community residents to manage the community, in order to keep potential crime risk in low proportion.
