The other is the severity of social safety in the city. As a public problem, delict brought by extraneous people have brought much public litigation.The paper studys on delict brought by extraneous people in Suzhou during urbanization. With expatiatory data, we analyse the position, characteristic and reason of delict brought by extraneous people, by qualitative and quantitative methods. We study on the commensal relation among developing economy, urbanization and delict. And appraise the effect of "weightily command and gently amalgamation "policy. The paper discusses the law of delict brought by extraneous people during urbanization and how to realize the reason of it in the further meaning. We conclude the government should attach importance to the action of social amalgamation to control commit and realize practical meaning of harmony social.
