With the national institutions for deepening reform in recent years, in the country to deepen the reform of institutions under the guidance system, provinces, departments are constantly explore the characteristics of the institution that best meet the personnel management system, and there are some provinces as piloting public institutions to recruit.For example, Guangzhou,the author of the Guangzhou public institutions to recruit for the lack of improvement to start exploring.The open recruitment system of Guangzhou institutions has been implemented for over ten years and has made many achievements. However, there are also such as recruiters and job mismatch, inadequate laws and regulations and other factors. Especially after the Third Plenary Session of the Party’s eighth proposed the thought to reform institutions. Guangzhou municipal government and relevant departments should promptly conversion concepts, updating recruitment system of institutions, regulations and policies, the introduction of a series of measures in response to the call of the party promoting public institutions to improve the recruitment system.This paper is divided into six parts, hoping to define the concept of public institutions open recruitment system, combing the theoretical basis of argumentation, analysis of existing problems and the recruitment of foreign advanced concepts and technologies to improve Guangzhou proposed recruitment system of public institutions countermeasures.The first part is the Introduction. In the research background and significance of this part, the author of this article will study the situation, research ideas, methods and framework for a brief introduction.The second part is an overview of the open recruitment of institutions. In this section I will cause the unit concept, characteristics, institutions open recruitment system concept and its theoretical basis and significance are discussed.The third part of Guangzhou institutions open recruitment system analyzes the status quo. In the third part Ⅰ will implement the Guangzhou public institutions to recruit the background system, an important measure; achieved results and characteristics of the current situation in Guangzhou institutions open recruitment system for analysis and point out the problemsThe fourth part is related to domestic and international experience in Guangzhou institutions open recruitment system of revelation. In this section, the author through analysis and empirical analysis, comparative analysis of the advanced experience of foreign public organizations and the recruitment of a modern enterprise system introduces and summarizes its recruitment system and institutions, Guangzhou, perfect enlightenment.The fifth part is to perfect Guangzhou public institutions to recruit countermeasures system. In the fifth part of the author raise countermeasures to improve the open recruitment system of the institutions in Guangzhou.The sixth part is the conclusion. Namely Guangzhou institutions open recruitment system expectations and outlook.
