Nowadays, lots of emergent events happen all over the world and have influenced people’s life a lot. China has always been subjected to harassment of various kinds of disasters, causing a large number of casualties and property losses. By sitting emergency materials repositories reasonably we can ensure the effective emergency management work after the incident in order to reduce casualties and property losses. The layout of the emergency materials repository affects the quality of the supply, the cost of the deployment of the emergency materials directly and it can also influence the response time and the efficiency of the rescue activities.Based on the background above, this paper studied the site selection of the emergency materials repository problem systematically and used multi-objective decision-making methods, combined with emergency issues and the characteristics of site selection problem to establish a model of the site selection of emergency materials repository and improved the simulated annealing algorithm to solve the model.After studying the research status of the site selection problems and sorting out its findings, this paper provides an overview of emergency management theory firstly and then, combined with the characteristics of emergency management, this paper analyzed the principles and influencing factors of the emergency materials repository. Thereafter, this paper analyzed the characteristics and applicability of several classic models and analyzed the multi-objective decision-making problems in order to pave the way for the establishment of the model. Subsequently, combined with the features of the site selection of emergency materials repository, this paper established a multi-objective decision-making model, whose goals were higher the efficiency, better the covering and lower the cost. On this basis, this paper compared several heuristic algorithms and chose simulated annealing algorithm that matched the features of the model best and improved it as the solving algorithm of this model. At last, this paper used matlab to simulate an example in order to prove the validity of the model and algorithm in the site selection of emergency materials repository problem. This paper analyzed the results and obtained decision scheme as well as made some suggestions about it.
