China is a frequent natural disasters country having various types of disasters, wide distribution, occurrence frequency, resulting in heavy loss. According to the State Seismological Bureau statistics, for the example of earthquake disaster, every year more than magnitude7earthquakes occurred18times in the global, among them earthquakes of magnitude8or so happened1-2.China is one of the most serious countries in the world earthquake disasters.The Wenchuan earthquake occurred on May12,2008is a destructive, rare disastrous catastrophe with high magnitude and intensity. The main phenomenon is the large and heavy disaster area, the complexed regional environment, extensive disaster involves, the serious disaster, frequent secondary disasters and the severely damaged rural etc., which makes the rescue task very arduous and difficult. While this disaster not only tests the disaster prevention consciousness and preparedness for disaster of the Chinese government and the Chinese people, but also proves the effect of emergency response and rescue organization mobilization. Therefore, the Wenchuan earthquake disaster is not only cannot bear to think of the past but also is a precious wealth.After the Wenchuan earthquake, Sichuan provincial government quickly sets up earthquake relief headquarters, moreover organizes and implementsof the earthquake relief work:first, rapid rescuing the wounded;second, transferringthe affected people in the disaster to the safety;third, protecting the affected people have food to eat, clothes to wear, a room to live;four, maintaining the social order and ensureign social stability;five, the relevant departments at the provincial level should act quickly, take effective measures,organize the earthquake relief work.Although our country temporarily taken many emergency rescue programs in response to the Wenchuan earthquake, but because the construction of emergency management system is not perfect, emergency logistics management information platform is rare, transportation and distribution of emergency material is lack of coordination and planning that serious impact on the effective implementation of the rescue work. The construction and perfection of earthquake emergency logistics system causes the high attention of government, China Logistics Association, at all levels of the enterprise, moreover emergency supplies transportation and distribution of becomes the primary link relief work.For the post earthquake emergencysupplies transportation and distribution, this paper uses bilevel programming theory to study the road support ability and material distribution emergency management. The research work includes the following two points:First, propose the bilevel programming model of the post earthquake road guarantee ability and the distribution points queuing time. First of all, for the road support ability after earthquake and disaster distribution points total waiting time problems, the paper establishes bilevel programming model based on the relation between them and gives the concrete algorithm to solve the bilevel programming model.Secondly, based on the specific background of the Wenchuan county resettlement points, we analysis the different material distribution schemes and propose the optimal distribution. The results show that the material distribution scheme of the implementation of raffic control and the allocation of remaining vehicle is superior to the material distribution scheme of the only implementation of traffic control, and the material distribution schemes of the failure to implement traffic control has the worst effects.In addition, considering the influence of parameter variation on the model results, such as road traffic factors, unit queue number and unit victims demand, and draws the corresponding conclusion.Second, propose the bilevel programming model of the post earthquake road support ability and resettlement aid distribution. Firstly, considering multi-objective programming model in the lower goal programming of the bilevel programming, the multi-objective function includes maximum treatment number of the injured victims, maximize the placement satisfaction in disaster area and minimize material the rescue cost of transportation and distribution, then gives the bilevel multiobjective programming algorithm.Secondly, based on the specific background after the earthquake disaster in Wenchuan, we optimize the example analysis in the absence of a traffic control plan. The results show that the multi-objective programming model for the delivery of relief supplies and the materials distribution of the disaster area placement have more practical value.The main innovation points of the paper are as follows:(1) Establishing the optimization model of the earthquake road guarantee ability and the distribution points queuing time base on the bilevel programming method, the corresponding algorithm steps are given, and considering the actual situation of the Wenchuan County disaster area, comparing the different material distribution plan.(2) Establishing the optimization model of the earthquake road guarantee ability and resettlement aid distribution, the corresponding algorithm steps are given, and considering the background of the Wenchuan County disaster area, analyzing the resultsof the bilevel multi-objective model.
