Along with development of economy and advancement of society, the system of public policy making is getting completed. The public hearings and petition system is an trail to improve the openess on public policy making of our country. Meanwhile, on the trend of open economy and cross border merging and acquisition, establishing national security system is to protect our own interest in global merging and acquisition. However, there are still obstacles on people to get involved in policy making, and there are still conflicts in cross border M&A decision making. Thus, it is important and necessary to study the openness of public policy making.First of all, upon foundation of stating study background, issuesand meaning, I clarify the content, techniques, and illustrate the innovative points of this study. Secondly, by summarizing and commenting on related literatures of public policy making and Interest game theory, I demonstrate the rationality of openness of public policy making under Interest game theory. In addition, grounded theory is used for in-depth research with the sample of American and Chinese public price hearing and national security review, to have a coding analysis between general process of public policy formulation and special subjects of public policy formulation, and to construct an ’Interest-Impact-Formulate’ public policy formulation model which has distinguished main dimension of assessing the openness of public policy making and has carried on a comparative analysis towards the openness in public policy formulation of both countries. Finally, the study draws the conclusion that in general process of public policy formulation, the United States is more open compared to China; but as for special fields of public policy formulation, in contrast,China is more open. In conclusion, I summarize the study results.
