Government-leading Type Of Safety Community Construction Case Study On Dalian Pebble Beach Sub-district Office

As a new public safety management model, Safety Communities aim to make prevention from the source, improve the awareness of safety, and eliminate potential safety problems. Meanwhile, it is also a long-term,ongoing system of construction, which is under the guidance of scientific management theory, the application of analysis in risk identification,as well as exploring the application of PDCA circulation method to guide the operation process. The concept of "Safety Community" is promoted by the World Health Organization(WHO), and it has been widely practiced and developed for more than 20 years in the world. According to the construction standard of the WHO and China’s national condition, China has fully made use of the experience of other countries, exploring the construction method of Chinese Safety Community and enriching the Safety Community construction theory in theory and practice since Safety Community was formally introduced in China in 2002. In particular, Government-leading grassroots construction of the Safety Community is of vital importance in the process of the construction of the Safety Community in China.After a careful study and investigation as well as reference to successful experience of domestic and international cases of safe community construction, this thesis, mainly from the empirical analysis of Safety Community construction in Dalian Golden Pebble Beach sub-district office, for the first time makes a general study of government-leading grassroots construction of the Safety Community in theory and practice, and strengthens the research on the theory and practice of Chinese safety community. Following the technical route of putting forward problems, analyzing problems and solving problems, and employing literature research, data analysis, case analysis, theoretical analysis and empirical combination method, this thesis summarizes the experience and deficiency of in grass-roots government, analyzes the existing problems and the reasons, and puts forward the proposal of promoting the construction of the Safety Community and improvement countermeasures. This paper aims to make an exploration based on theoretical analysis of the Safety Community, enriching and developing the management theory as well as practicing in the creation process. Additionally, it will provide a new angle for the security research community in this field in China, thus promoting the construction of the Safety Community in grass-roots government with demonstration, advice and information.
