Inevitably, the rapid growth of China’s urban economy and social will lead to the transformation of urban community governance structure. Community multi-governance model is one of the achievements of governance structure reform,when it begins to practice. As one of the governance subjects, The government dominates the development of this new governance structure. However, the government has a completely different internal operating mechanism from the community multi-governance. That is, community multi-governance, which has a flat management structure, is driven by a government that has the bureaucracy system. As we all know, these two kinds of structures are full of contradictions from the theoretical analysis. In practice,how they will happen is the focus of this paper. This article will take the governance structure as the starting point especially the behavior of the government in the process of governance, and put the bureaucracy theory and governance theory as the theoretical background.Through the study on the community governance practice of T street in Shanghai, make people realize that the two different governance structures which will produce a spark in community governance during the operation.This paper mainly studies the operation mechanism of the community multi-governance under the leadership of the government. As T Street Community a sample, which I deconstruct the basic characteristics and the governance effect of community multi-governance, then based on analysis of hierarchy structure and governance structure between the conflict and coordination, I make a judge which is the government in community governance plays the leading role. And then i made the further explanation in which the necessity of the leading role of the government in community governance,and draws a conclusion that community governance as a new governance mechanism, must by the government initiative to promote, but In the process of promoting,the government’s leading role is very easy to become a major factor hindering the development of community governance. Finally, the paper also makes a reflection on this conclusion.
