Improve Government-led Research On Community Home Care Services

Since the beginning of the 20 th century,China has faced the challenge of an exploding aging population,brought in part by China's emergence onto the world stage and rapid economic growth.Enabled by China's economic growth,quality of life and life expectancy have increased as well.While these are positive changes,coupled with China's One Child Policy,China faces the new challenge of caring for a large aging population.When compared with developed countries;although,China has only recently realized this challenge,the challenge is much greater due to China's sheer size.aging before getting rich,old-age dependency ratio Also contributing to the problem is the growing empty-nester phenomenon brought on by urbanization,mass migration,increased ratio of elderly to young people,reduction of family structure,and other factors.All of these factors have introduced challenges of their own to the traditional family endowment,challenges that have yet to be met with sufficient economic development to achieve full coverage by pensions.In light of these developments,community home-based care services led by the government have emerged to meet the growing need of support by families.These services provide home-based care supported by the community,covering food,clothing,housing,transportation,healthcare,entertainment,education,and other needs of the elderly at all stages of retirement.Through research and analysis of government-led community home endowment service related concepts,basic theory,service conception,service contents,service mode and the government function orientation in the community home endowment service transformation,and summarizes the development status,existing problems and causes of the government-led community home-based care service in China,through draws on the advanced model experience of the government-led community home-based care service at home and abroad to analyze the status and characteristics of community home endowment service as it is today,obtained by the institution such as the insufficient publicity to guide policy-making,lack of financing,lack of inclusivity,and the lack of professional talents.With these challenges in focus,this paper proposes solutions for strengthening top-level design,building a multi-party collaborative old-age service pattern,and building a comprehensive old-age service system,so as to provide guidance for the government to improve government-led community home-based old-age service.
