The one participating ocean economy activities are facing accident threats by the complexity and variability of the marine environment. Only the timely and effective maritime accident rescue can avoid serious damages to human life, vessels and goods. Offering a huge reward is a key to stimulate passing vessels to take salvage activities riskily. The distribution of salvage rewards that matches the contribution degree of the salvage parties in salvage activities guarantees salvage parties’enthusiasm to rescue, and ensure the effectiveness of rescue activities, and promotes the long-term development of rescue career. Because relevant laws and regulations at home and aboard didn’t quantify the specific methods for the distribution of salvage reward, in the process of practice, the disputes on the distribution of salvage rewards occur frequently directly affect the long-term development of our country’s rescue career.According to the relevant provision of "1910 Salvage Convention","International Convention on Salvage,1989" and China’s "maritime law" on the distribution of salvage reward, this paper focus on solving two key problems, the first one is how to measure the importance degree of different rescue resources in rescue activities; the other one is how to distribute rewards according to the contribution of salvage parties who provide different amounts of rescue resources in the process of rescue.On the issue of the importance degree of different rescue resources in rescue activities, according to attributes of the problem, from perspective of "alternative", firstly transforms the reconstruction costs of different properties of rescue resources such as accident information, professional rescue knowledge and skills, rescue teams into the critical value problems, then analyzes games among the importance degree of resources. The Nash equilibrium solution can achieve the Pareto Optimal of various resources in the process of games, so see the best steady states of resources to as their importance degree.Then make a reasonable distribution of salvage rewards according to the contribution degree of the parties, considering the bargaining power of salvage parties who distribute different amounts of resources in the process of the salvage. Taking simultaneous assistance and sequential assistance these two situations into account solves the problems with different cooperation game models respectively. And then based on the contribution of owner, captain and crew, finish the internal distribution of salvage rewards.
