Research On Public Network Supervision In China

As the Public network is closely linked with our daily life, Public network supervision becomes one of the most important parts for the development of harmonious society. Due to the characteristics of the Internet, Internet supervision is different from other social supervision and challenging traditional supervision work. Faced with this new challenge, China chooses the panoramic network supervision system which establishes a supervision tower in cyberspace.One of the reasons why China adopts the panoramic network supervision system is about the political legitimacy. The political legitimacy of china is based on the people’s recognition of political system, law and law-enforcing acts. However, virtual open network environment may cause more different ideas and opinions, which threaten the recognition of the people. The other reason is about the process of political modernization. Freedom of expression on Internet shows the pain of modernization process resulting in social instability. Maintaining social stability and promoting modernization process is the primary task of China, therefore, the panoramic network supervision system must be used to limit the freedom of expression on Internet.At the beginning, the panoramic network supervision system worked effectively. However, with the development of scientific technology, this system cannot meet today’s needs of development any more. New problems, such as no elementary cyber-law, are constantly emerging. "PRISM" exposed the vulnerability of network supervision in China. By analyzing the safety of network, legislation on network, the network supervision construction of the countries over the world, improve public network supervision in China.
