Research On E-Government Construction Of Alxa, Inner Mongolia

The 21st century is the era of information technology. The construction of e-government affairs has become an important and indispensable part of administrative reform. As the western-most city of Inner Mongolia, Alxa’s natural environment is very poor; the economic and social development also lags behind. The research of the e-government construction has a very important meaning for this key city of Western minority frontier area. In recent years, Alxa got a rapid development of e-government affairs, but there is still a large gap compared with the developed areas. Alxa should learn experiences of the other cities and abroad to solve its own problems and contradictions, to make great efforts on promoting the development of e-government affairs.This article based on the research of statistical data and the analysis of collected data from visiting related departments, started from the construction and the development of Alxa’s e-government affairs to analyze its current development status, explore the existing problems of the construction of Alxa’s e-government affairs, analyze the causes of the problems from these aspects:ideological understanding, social environment and institutional mechanisms; meanwhile, this article includes successful experiences from foreign developed countries in e-government affairs. It puts forward the following suggestions:First, establish the new development concept to serve the public as a fundamental, to facilitate the people for the subject and to protect information security as the safeguard. Second, establish and improve the leadership mechanism, harmonization mechanism construction, social mechanism and linkage mechanism and administrative reform and perfect the institutional mechanisms related with e-government affairs. Third, improve government website service system, strengthen the application development and construction of the private network business, promote the sharing of information resources library construction as the main content, enhance the ability of e-government platform services. Fourth, enhance e-government construction of professional and technical personnel. Finally, strengthen the construction of information security system. Viewed from the current researching status, the article looks forward to providing a useful exploration for the construction of the e-government affairs of Alxa, including the governments of ethnic minority border areas.
